Common Integrated Police Application (CIPA) Project is a Mission Mode Project (MMP) under e-Governance of Government of India. Common Integrated Police Application (CIPA) aims at automation of all functions carried out at the police stations. Initially only Crime Module has been taken up. CIPA software has been designed and developed by NIC in English language with multilingual interface developed for Indian languages.

The task of monitoring the implementation of CIPA project has been entrusted to NCRB and State Implementation Branch is monitoring the progress of CIPA implementation.

Status of CIPA Phase - I (10% PS)

Implementation of CIPA project at police stations is being done in phases. In the 1st phase 10% of the police stations (1285 PS) have been identified for CIPA implementation, out of which 1082 PS have become operational. The States have been provided with necessary Hardware/Software, along with handholding support viz. One full-time Technical Assistant (TA) at each Police Station for 6 months, and one Senior Technical Assistant (STA) (@1 per 10PSs) at District level. The Handholding Persons placed at each Police Station are responsible for imparting necessary on-the-job training both on Office Automation Software and the CIPA Software to the operational and supervisory officers of the Police Stations. The remaining Police Stations are proposed to be covered in a phased manner in the next two years.

Hardware has been delivered at all locations (10% PS) except 3 police stations in Chhattisgarh. NCRB and NIC have trained police personnel who will be the resource person for training at District and Police Station level in their respective states. Till date two basic and two advanced workshops have been conducted in which 110 police personnel from States / NCRB have been trained. The advance CIPA training has been included in the training curriculum of the training Branch of NCRB.

Registration of cases through CIPA software has started in 18 states. The remaining states are in the process of operationalization. The detail of data entry is as below

Status of UTs

CIPA is operational in the 2 identified Police stations of Andaman and Nicobar Islands, however the issues of appointment of handholding persons and formation of State Level and District Level Implementation teams are still pending.

Chandigarh UT has identified one PS for implementation of CIPA. Hardware has been procured. Intimation about the installation, operationalization is awaited.

CIPA is fully operational in 129 PSs of Delhi. ADSL broadband connectivity through MTNL is available at PS level and at other levels, the matter is under consideration. Rs. 04.95 crore has been accorded by GOI/MHA for the said purpose.

UTs Daman & DIU, Lakshadweep, Pondicherry are yet to intimate their progress on the CIPA project. In Dadra & Nagar Haveli out of 2 police stations, 1 is operational.

Status of CIPA Phase II - (30% PS)

Information on 30% police stations along with their IOs details have been received from 27 states. The funds for 5 States namely Himachal Pradesh, Gujarat, Uttarakhand, Rajasthan and Kerala under Phase-II have been released in March, 2007. Hardware has been delivered in Himachal Pradesh, Gujarat, Rajasthan and Uttarakhand. However, details of hardware delivery / installation are awaited from Kerala. CIPA is yet to be operational in any of the 5 States.

Monitoring

MHA has constituted a Central CIPA Implementation Committee (CCIC) under the chairmanship of Director, NCRB to monitor the implementation of CIPA. The committee comprises of the following members -

Representatives from States/UTs

Till date eight CCIC meetings have been conducted to monitor the progress of CIPA implementation in various states. The issues related to status of operationalization of phase-I (10% PS), posting of supervisors/ handholding persons, relaxation of qualifications for Technical Assistants, approval of customization requirements reviewed by sub-committee, training courses for police personnel from states, review of phase-II, connectivity, web enabling of CIPA, circulation of guidelines by NIC to States for taking up hardware / warranty related issues with the vendor, status of bridge software were discussed during these meetings.

State level and District level Implementation Committees have been formed in all states except Tripura for implementation of CIPA project. MHA has directed the State level implementation committees to hold monthly meetings to review the progress of the project.

Two performae viz. CIPA Form-1 and Form-B have been designed and circulated to states / UTs to capture the implementation status of CIPA at the Police Stations. SCRBx has been advised to send the fortnightly status of CIPA implementation at their respective police stations in these prescribed performae. Information thus collected is compiled and sent to MHA.

Four multi party Video Conferencing were also organized using NIC network with moderate and poor performing States to speed up the work of CIPA Implementation.

Site Inspection

To monitor the progress of CIPA implementation and its smooth functioning at Police Stations, teams of officers/staff of NCRB are visiting different Police Stations of States. The feed back taken from the Police stations is compiled for further improvement in the proper functioning of the CIPA software in the states. Discrepancies observed by the visiting NCRB teams are brought to the notice of DGP of the State also. Till now site inspection has been carried out in 9 states viz. West Bengal, Rajasthan, Bihar, Jharkhand, Kerala, Tamil Nadu, Gujarat, Chhattisgarh and Assam.

Sub-group meetings for vertical interaction of CIPA

MHA has constituted the "Sub-group for evolving ways and means for vertical integration of CIPA and evolution of common software for further functionalities of police" with Director (NCRB) as Convenor and following members:-

Discussion were held for Advising MHA on an appropriate mechanism for vertical integration of CIPA, Evolution of common software for other functionalities of police, Hardware for CIPA - Inclusion of thin clients, Formation of CUG, Site preparation for Installation of Hardware, Devising ways and means for speedy implementation by Involvement of consultant / private agency, selection of some good performing states as Pilot for implementation of the project, discussion on various interfaces specially public interface and its features, Connectivity - BSNL / Service provider or NIC Network, Introduction of digital signature for FIR and Charge Sheet,

Discussion on scope and role of Project Management Agency, Preparation of report of Sub-group, Discussion on proposal received from PM Division, MHA regarding SWAN, Proposal of BSNL, Role of DCPW and POLNET infrastructure, Interfacing with other wings of crime justice system - Judiciary, Jails, Forensic science labs etc. - Formation of a coordination committee and interface with Public services, Discussion on attachment of State programmers in NCRB for development of CIPA, creation of CIPA Secretariat at NCRB, Role of STA’s in higher offices and training, Creation of technical cadre in states for maintenance of CIPA and other systems.

Working group meeting of States for finalizing SRS of CIPA

Formation of working group for preparation of Software Requirement Specifications (SRS) of CIPA was decided in the 3rd meeting of sub-group held on 03.08.2007. The members of the committee are:

The first meeting of the working group of SRS was convened at NCRB, New Delhi w.e.f. 03-09-07 to 08-09-07. The members have been asked to prepare a draft SRS which is expected to approve in the next meeting scheduled for 25.09.2007.
